What this covers
A migration is a sequencing problem as much as a technical one: what moves first, what can wait, and what shouldn't move at all without changing first. We plan the order before we plan the mechanics. That starts with a full inventory of what actually exists — the workloads, their dependencies, and the constraints nobody wrote down — before grouping them into migration waves. Each wave gets its own cutover plan, rollback criteria, and a named owner, so a stalled wave doesn't stall the ones behind it.
Why it matters
A migration that ships everything at once is also a migration with nowhere to roll back to. Staged migrations cost more planning up front and far less risk on the way through. They also mean the business keeps running throughout, instead of absorbing one high-risk cutover window and hoping nothing surfaces afterward.
